I just successfully configure windows svn client accessing the freeBSD SVN server. It took me awhile debugging on putty problem. I'm not really sure whether there's a bug on putty's ssh authentication but it took me several hours debugging which ended up using TortoiseSVN as an alternative for SVN client.
My apologise, I got really lazy on formatting the tutorial here that's why I decided to place my own created pdf file and just provide a download link for your reference. The tutorial is a step by step procedure for both Windows SVN client and FreeBSD SVN server.
